Deckert Consult promotes and supports the application and implementation of New Contract Models (so-called Partnering-, Alliance- oder IPD-Contracts) – from many years of domestic and foreign experience in bilateral as well as partnership contracting models. IPD offers an enormous potential to deal honestly, openly and fairly with each other even in complex construction projects and to advance the project together and in a spirit of trust.

Since 2021, we have been advising public clients in Germany, Austria and abroad on the establishment and application of Integrated Project Delivery (IPD). Since 2020, we have been regularly active in two expert groups as the sponsor of the IPA Zentrum.

The S-Link project will run and be realized in four construction phases from Salzburg’s main train station to Mirabell Palace, along Salzburg’s historic old town to Hallein via Anif. The S-Link will make Salzburg’s public transport fit for the future and establish an attractive alternative to private transport.

In the future, the new rapid transit connection will link the city, the province and the region, integrating all existing bus and rail lines. Regional connections, such as to Bavaria or the trade fair track, are also being considered from the outset. We “IPA users” are realists and not esotericists. The eternal quarrel and the “blame game” have no place on construction sites. They are NOT inherent in the system – we have just become too accustomed to them. But we also don’t have to build circles of chairs and constantly agree on every state of mind in order to achieve better and more beautiful results with IPA / IPD. The treasure and the potential of IPA / IPD is the togetherness, the trust, the communicating, the being allowed to be open, the star is THE TEAM!

Here we would like to further encourage public as well as private clients to approach Integrated Project Delivery for new projects. IPA / IPD offers enormous potential even for complex construction projects, but it requires the courage and will to change and a fair bit of initial confidence in the new delivery model. The main focus of the consulting services for this project worth a billion of Euros are assessments of the key points of the tender, the legal and technical contract provisions, the construction processes and construction logistics, geological fault zones in complex geology, special questions regarding geotechnical injections and exploration measures as well as consulting services for the optimization of more than 30 km of conventional as well as mechanized tunnel driving. 

Thus, Deckert Consult GmbH again provides consulting services within the scope of acquisition or technical bid processing of a construction group – in this case for the last large main construction lot of the Brenner Base Tunnel. This construction lot was awarded by BBT SE in the 2nd quarter of 2023. Completion of this construction lot and thus completion of the shell of the entire Brenner Base Tunnel is scheduled for 2029. 

The expansion of the Brenner north approach between Munich and Kiefersfelden on the Bavarian side as a further building block for the traffic turnaround in the Alpine region is still in the regional planning procedure or in planning detail.

Since April 2021, Deckert Consult is supporting one of the leading german transmission system operators for high and extra-high voltage grids with consulting services to help shape the energy transition.

This is the first time that Deckert Consult is also advising a major public client on technical, construction and contractual issues in the context of a multi-billion euro infrastructure project.
